I bought the 16-piece EZ Track Pier Set - what is the % incline?

It depends on how far the piers are spread out. For example a 2 inch rise over 100 inches is a 2% incline.

Thanks. Using the 16 pieces at each joint - would that be 2%?

I'm not sure, I've got some N scale  E-Z track, but no piers, just set it up take some measurements until it comes out to about 3% or less, but ideally less than 2% as the steeper grade will significantly decrease your locomotive's pulling ability to 1/3 or 1/4 it's ability on level track.
