Dear Keith,
Bach EMF is a feature on DCC decoders. Since Thomas is analog, the answer is no.
Have Fun!

You could add a decoder with Back-EMF (Mr. Bachmann - I typed "Bach-EMF" too, but then caught myself! ;)) if you or someone you know is handy with a soldering iron. Just make sure it runs well in DC first before you convert it to DCC.

Here's a link to a pictorial for adding DCC to Thomas:
http://www.tcsdcc.com/Customer_Content/Installation_Pictures/HO_Scale/Bachmann/Thomas%20The%20Tank%20Limited%202002/Spectrum%20Thomas%20The%20Tank.html (http://www.tcsdcc.com/Customer_Content/Installation_Pictures/HO_Scale/Bachmann/Thomas%20The%20Tank%20Limited%202002/Spectrum%20Thomas%20The%20Tank.html)

It says it's for the Limited 2002 Thomas, but the setup should be the same, I believe.

EDIT: The page is picture extensive, just warning you.

Back-electro-motive-force control.
