Title: Middle Wheels on HO Emily's Coaches

I recently got Emily's brake coach, and I noticed upon closer inspection that the middle wheels do not have an inner edge, unlike the four outer wheels. This gives them much less traction, causing them to not turn when the coach moves down the rails.  I was wondering, are the middle wheels supposed to be like this?

They are supposed to be like this.  The flange less axle helps them handle 2nd radius and up curves

So that part of the wheel is called the flange? I'll have to remember that. Thanks for the help! :)
