Trying to program to dcc with NCE control system. Cannot get results. What should I do?

Huh? Whose 2-10-2? It isn't in the Bmann's current catalog. Please give us some more information since your DCC system, at least, is not a Bachmann product. By the way, and even if your Santa Fe is an older Bmann locomotive, the problems are more likely related to your use of your NCC system than the decoder in the loco. Decoders are dumb animals. They do what they're told to do; they don't initiate action. Your DCC system is the smart part and therefore it's the part more likely to be the source of your frustration. Just sayin'.
