Still no info.
They must be programmed to a DCC controller. Do you have a DCC controller? Which brand. In order for us to guide you in the right direction you must include more info.

The instructions are right in the Parts page. I just looked at them and downloaded to my PC. A PDF document. Go look. An EZ Command document.
