I am just wondering what would be easier to use to make an HO scale Scruff out of either making him from plastic cards or by modifying a take-n-play model by putting in an HO scale Gandy dancer. I am also wondering if putting a Gandy dancer into a take-n-play Winston and Stafford can also be done.

I would say the scaling comes pretty close
I assume if you add the gandy dancer, the footplate would be lower than the Take-n-Play chassis.

the Take n Play does match the HO/OO Scale, it is just the question of whether Bachmann when they do make Scruff will be able to add moving eyes.
Hmm, as for the moving eyes in Scruff I'd just have to say no due to how small he is in size.
