I bought a Spectrum SD45 and the horn was missing. Does Bachmann sell the horns separately?

I do not see the horn in the parts list.
Where did you order the loco from?

There are tons of aftermarket superdetail parts people. Try Cal Scale and Shapeways.

I picked it up at a hobby shop that was going out of business for $10.00, it runs great.
