I recently purchased a Bachman Amtrak Cascades SC44 Charger Locomotive, However when I put in the factory set DCC address (which was supposed to be set at 3), The address was not recognized, I tried putting in the road number too (1400) But that didn't work either. Has anyone else had this problem?

Yes. Depends upon your programming system. You can try laying a 1K resistor across your programming track. That usually gets Bachmann locos to respond to most systems. Good luck!
