Is it possible to install a DCC Decoder in my G Scale Rio Grande Speeder #96256? If so, what decoder would you recommend?

Yes I think you could do it, but start with a small HO decoder, like the Zimo (which has about 2 amps max motor current)... (not all HO decoders have that high a current capability, and not all can take G scale DCC voltages)
I would also find a way to put a speaker in it. I've done them on the underside of the roof on other locos:
