I purchased three (3) Overland Limited train sets from a reputable internet store and the 36' Caboose all have 3 axles with wheels instead of four axle's with wheels. Is this the correct design due to their length or should there be four axles with wheels per Caboose?

Unless the wheelsets are metal, you're best off by buying metal wheelsets and replacing all of the plastic with metal.
