I think he's got his nomenclature wrong. If you look through the pictures, you'll see the new 4-4-0 for 0n30, but no Moguls.
Yeah, I think the writer mistook the new 4-4-0 for a Mogul. But, I wouldn't be surprised if there weren't a few On30 announcements coming out of Nurmburg.

Interesting though in the introduction, mention is made of a new
Mogul. Maybe just a mistake for the 4-4-0.
