Dear Lucas,
Scale-cote makes a paint remover, as does Chameleon. Either will work, but be careful not to remove the underlying color.
Have fun!

A  common household cleaner Easy  Off Oven Cleaner works but be carefull with the application . Use a very small brush.

I use acetone-free nail polish remover to remove such decals. Be careful though or it will remove the paint as well.

If it is a Bachmann, the easiest and safest is a pencil eraser.  The best is an artist's eraser which looks like a pencil, but is all eraser.  At first it won't seem to work, but keep rubbing and suddenly the decal starts peeling off while the paint stays.
