Felt is a good sound sound deadener, if it is thick enough.  The thin stuff they sell at craft stores is too thin.  I don't know of a handy source of felt 1/8" to 1/4" thick - does anybody else?

Ayleen's's Tacky Glue gets a reasonably good hold on plastic but you can still take up the track if you want to.  You can wash off what is left using warm water.  Another good choice is Weldbond.  There are various construction adhesives that are also easy to use and will hold the track down forever, if that is what you want.  Personally, I like to be able to reuse the track if/when I change my mind.

As loco Bill says, it doesn't hurt to try.  Do a small part of a loop and compare the sound of the train with and without the felt.
