Great film. I've seen it before and did a little research. It seems that lots of the automobiles were specially hired for the film to make Market Street look modern and busy. Note that the same cars appear quite a few times.
Did you also notice that most of the automobiles are right hand drive? It appears that this was because in the early days of motoring, before most roads had a tarmac surface, drivers could get into cars without getting their shoes and trousers covered in mud. In later years, as road traffic increased, the driving position was moved to the left as it was safer.

It's diesel powered. Here's what I found. "A steam locomotive used to run throughout Matsuyama for 67 years from 1888. It is a diesel-powered street car restored in 2001. The townscape with the classical street car with steam from the smoke generator is sure to bring a sense of nostalgia."

In the Wikipedia link I just gave. "One example of the type, Southern Pacific 4294, is kept at the California State Railroad Museum in Sacramento, California. It is a 4-8-8-2 locomotive and is the only one to escape being scrapped."

There are several manufacturers of model 3rd rail equipment, such as ceramic insulators etc. Although they are primarily aimed at the UK modeller, the track is the of the same gauge and codes.  See this page for details of the components.

It's a DCC decoder feature. Your controller needs to be able to operate CVs in the 127-140 range. I don't think this is possible with the E-Z Command, but the Dynamis could do it.

Yes, the new Hornby Sapphire decoder can do this. Don't know how easy it is to get in the USA.

I use the Labelle range of oils and ptfe grease, also greas-em graphite for my couplings. 3-in-one and WD-40 are definate no-no's.

If an English professor puts a comma before an 'and' what hope is there for the rest of us?

His whole sentence is ungrammatical as apostrophes are punctuation marks, or should that be tautologous?  ;D
