From the Zepher manual.

"25.1 Adding LocoNet Throttles To Your DCS50
Any LocoNet throttle can be used with your DCS50. Simply plug the LocoNet
throttle into either LocoNet port on the back of your DCS50 or into any
LocoNet or Throttle Jack anywhere on your LocoNet system. If you want to be
able to plug in a throttle at a remote location, we recommend using a UP5
Universal panel.
Your DCS50 can handle up to 10 LocoNet Throttles. If you need to run more
than 10 throttles, you can move up to a Super Empire Builder II and be able to
run up to 22 throttles or to a Super Chief II with the capacity for running up to
120 throttles. You can continue to use your DCS50 as a throttle and booster
with either set on your Digitrax LocoNet system."

You can also connect up to two dc throttles to the jump ports, they will then act as a dcc throttle.

It appears to not be inserted all the way, as I can see the end of the plug.
It also seems to be slightly crooked.

They fit very tight but  you should be able to insert it further.

Make sure that the plug is oriented correctly, there is a small ridge
on each side of the plug. The ridge is not centered and will only go
in one way.  There is a corresponding slot in the sides of the socket.

Did you try your Digitraxx decoder in another loco?

Are the wires between the loco and tender correctly connected?

Some Digitraxx decoders have been arriving DOA lately, they will replace
for free.

Does the loco run when you replace the Bachmann decoder?

Does it  run on DC when the shorting jumpers are in place?

On the front of the schematic, it should say DCC ready.
If you still have the box it came in, it should also say DCC ready.

Remove the shell, if it is DCC ready it will have the 8 pin socket
with two jumpers on it.

Remove the jumpers, plug in a decoder and off you go.

The modern one with the round "Tootsie roll" on top is a piston valve.

The older style is a "D" valve.  They are the same in function.

They control the steam admission and exaust to the main cylinder.

Lubrication is the reason for the piston valve replacing the "D" valve.

When they went to superheated steam the "D" valves failed, because
superheated steam contains no moisture.

The moisture in saturated steam was the primary lube along with tallow
a waxy oil made from animal fat.

It couldn't stand up to the higher temp's of superheated steam.

  The #218 ground throw comes with selectable ends to
match up with various brands of turnouts.
  It looks just like the #202, which I suspect is the one you have.

It is filled with high pressure steam from a stationary steam
generator.

They were used in industrial plants with hazardous materials.
