Answering my own question: Per Bachmann, the door does not open on that end of the car therefore, no steps are needed. Not sure if that's prototypically accurate but.....Case closed.

Bachmann's emails don't seem to be working. Sure wish I could get a couple of missing steps for a coach VIA venture car.
