So I figured out if you are using the iPhone App ThrottleCard which is connected to the adhoc wireless broadcast created by my DCC-EX controller via (wireless beacon name - DCCEX_xxx) selecting "DCC-EX" select (.) dccex -> Accessories -> Manual Accessory Address Entry -> Type - Turnout Enter a Name for the Turnout Address Decoder - Example decoder 1 sub - 0 click on "Add Accessory". After "adding" it will go back to the previous screen at this point follow the standard method of programming your DCC EZ-Track Turnout - depress button on Turnout track and as you know the rails will toggle (showing it is ready to be programmed) then on the ThrottleCard App @ Accessories directory click either Closed or Thrown on the newly created Turnout accessory and then your Turnout track should toggle back and forth 4 times to show it is programmed. Don't know (yet) how to program it directly when telnet(ed) into the IP address on port 2560 via command line UNIX/Linux terminal but will share when I figure that way out.

Thanks Ralph S that was helpful. I purchased a little DCC-EX circuit board w/ power supply that I can substitute in place of my  Bachmann controller. When turned on initiates an ad-hoc wireless (wi-fi) signal with the WiFi beacon name of "DCC-EX" which I can switch to with the iPhone and run an app like Throttle Card (or similar) which controls the DCC-EX circuit to run my Bachmann trains. Also others can join with an App and can run their specific engine(s) they want to drive multi trains with multi participants. I am trying to figure out how to program in the DCC turnouts to go beyond 9 allowable choices (that the Bachmann controller offers) with using that DCC-EX but haven't yet figured it out since I am new. I still mostly use my Bachmann controller but I do switch to the other (DCC-EX) when I want to have a more mobile controller for the trains (allows me to quickly stop the train if I am not directly in front of the controller).

I am new and bought the Bachmann Thunder Chief set and have added to the track layout. Now with more track and 14 DCC controlled turnouts, I was wondering how to individually control those additional turnouts over the first 9 that my controller allows.
