For your first question, Bachmann sells ready made decoders in its 0-6-0s.
For question 2, DCC locomotives can run on dc but check the owners manual because DCC locomotives on DC  track is a little different than put the engine on the track and go!

Holy cow the new em-1 is a smooth runner. When I saw it I almost drooled all over it. I tested it on 18" radius ,guess what, no derails! But it does not look right on 18" so I do think 22" is the best radius to run it on. Over all ,I completely give it ,on a scale from 1 to 10 ,I give it an 11 1/2 stars.

Dear Bach Man:  Please re-offer this beautiful engine with a real motor and a wider spaced C.L piston-to-piston cylinder block so that the rods don't catch on the back of the crossheads..... the main binding problem.
