This engine will not work on the DCC track or DC. Light will go on but will not run forward or backward... tried other engines they work fine. is it locked up? or what?

Have a question about the Bachmann grass mat? Can i scrape the grass of to apply a road on the mat or just cut as needed? Do i use glue or double sided tape. The mat will stay on plywood permanent....
