HO / what did I do?

I sprayed scenic scement on my ballast and it got on the rails. i cleaned it up and my DC locos didn't run at all and my dcc ran badly. I sanded the top of the raild and my dcc engines run but my dc don't what to do?

Anyone ever heard or seen the union pacific 5511? It is Union Pacifics last 2-10-2. It would take a week to restore. Too bad they can't use it.
