On30 / 0-4-0 & 0-4-2 Porter Q.

Hi guys,
new to this 0n30 stuff but about to dive in head first  ( to heck with just wetting the toes   :o :D ).
Anyhoo, I have ordered some track and turnouts..( ME C83 ) and an 0-4-2 Porter to get myself started...my question is..are the new Porters DCC equipped yet ?  if not   then how hard / easy is it to make them DCC  and what is the best / reccomended decoder to go with ?.

Plans are still on paper as yet but will be making temporary 'layouts' of switching yards to try different configurations..shelf type  yard on about a12' x 2' shelf  eventually but starting with 6' x 2' shelf, once I have found something that works for me then I`ll start making the real thing.....looking forward to many hours of good fun  :)

Dusten...I want to use CAD to design a layout  and structures  for an On30  layout.

Hi, New here and  no doubt have lots of questions  :)
But for now I would like to know your thoughts on the various CAD programmes that are available, which in your experience shows to :-

Be user freindly
Be better in presentation of graphics ect.
Has the best `library`of track-structures-scenery ect.
Is `Fast Tracks` friendly
