I need help trying to use my dynamis wireless system to control a dcc #6 single crossover turnout. I do not know how to program it with my wireless system. Is there a cv I have to enter to link to the crossover?

I recently bought some ez track online that has wires from end to end but only contact the outside of the joining parts and nothing connected to the track itself. It is HO scale track and wonder if anyone has an idea of what they are for? There is a black plastic cover over the wire on the underside to protect the wires. Pleaselet me know if you have an answer for me. Thanks
