Usually the first thing to do when a decoder seems wonky is to do a reset. CV8, enter 8 and recycle track power. After a few seconds the lights should flash sixteen times for a successful reset and the loco run on address 3.
See if that clears the speed issue.

Since you are not getting any other responses, go to the forums and look for the model railroader section. Scroll down a little to Electronics and DCC. Sign up and join. Ask the same question. Very active forums. I have belong for some years. There may be some delay until you can become active. Just the way they operate but many members.

The LokSound Micro v3.5 decoder was small enough so I used the original front and rear LED's with the original resistors all  on a styrene base.
Removed upper weight and made my own equivalent weights from metal the melts at temp of boiling water with two metal pans.

I have used the Power Cab and it is a good system. I have on;ly used the HO Spectrum locos with onboard sound and Soundtraxx that I put in. Never Sound Value. The issue was never a bother for me.

Very nice. If new to DCC, you are doing well.
I have the 70 ton. Runs very well but converted to LokSound about ten years ago. I also lubed with light coat LaBelle 102 gear oil.

I Bought mine some years ago online from a DCC supplier.. Don't remember which one, Sorry. DCC colors and wire also. They had the Kapton tape. Far better the sticky electrical tape.

I just looked at two wall warts and they show100 to 240 AC input and 12 vdc for one out and 5 vdc for the other out. Those are called Universal wall warts. Good for the USA and your side.
I have seen the specs on all wall warts before.

This has been discussed here in the past. Many have mentioned a wall wart unloaded measures high.

No idea what you have.

It's a Bachmann track cleaning tank car.  My photos are to big for this site.  I just widened the deck with some plastic diamond plate sheeting and edged it with Plastruct shapes, replaced the wheels for On30 with some a little larger, cutout every other rung in the step ladder, and added a larger dome hatch.

It should be common knowledge that you need a photo hosting site to post photos here.

Wall Warts are usually 120 AC input USA or 240 AC input UK and 16 VAC or 16 DC output.
Usually on the case.
Here in the USA I see 120 to 240 input I think. They are called universal

I have never seen a wall wart with 16volt input.
