addressing on 70-tonner

I recently purchases a 70-ton diesel with DCC on board and did a test run using address 3.  It ran fine.  However,  I could not get it to run when I changed the address from the factory setting of 3.  The program track read-back showed that the address had been changed, but the loco would not run.  I  then changed it back to 3.  The program track read-back shows the loco is in fact set back to 3, but the engine does not run.   

Does anyone know how to set the CV's in this decoder back to factory settings?  There is no information  with the loco and nothing I can find on the Bachmann website.   I use an NCE Power Pro system and have programmed many locos with no problems over the past 5 years.

Reset CV8 back to 8. You may need a 1000 ohm resistor across the rails.

I called Bachmann repair and received the same advice:  set CV 8 to 8.  That did not work.  On the program track CV 8 reads as set at 101 and I cannot change it, either using the program track or on the main.  I can change the address (CV 1) to read that it is set at any number, but calling up that number does not  allow me to control the loco.  I have also tried setting CV 30 to 2 as suggested in my Tsunami manual (which also says change 8 to 8 as an alternative) but that did not work either.
