I think I have over written a cv causing the loco to no reponse to the controller. Is there a cv and what value to reset this loco to factory settings  thanks in advance

Try writing CV#08 with a value of 08.
That is what Digitrax and several others use.
For NCE, it is CV#30 with a value of 02.

Yep, to reset a Bachmann decoder set CV 8 to 8.
