Probably the P2K 0-6-0 available at Walthers.  It also reminds me of an old brass Gem I had many years ago.

or even the Bachmann 0-6-0, almost an exact match

Frankly, the closest is probably the MDC/Roundhouse 0-6-0 kit, if you can track one down.  This model has the correct slide valves over the cylinders.
