Software or CAD program for planning layouts

I am looking for software or CAD programs enabling the planning
of smaller layouts, also looking for software or stencils for re-naming
rolling stock and or buildings.

I have used CadRail from Sandia Software for a number of years now to do layout design.  When ever the club goes to a new place for a train show or display I use it to lay out what we plan to do.  There are several places we go to that we may end up in a different area each time and I have put the 'rooms' in to drawings that I can bring up and quickly do a plan.

It has a number of 'libraries' of track and you can build our own libraries if you need to.

Atlas has free software that can be used with their track or the Bachmann track http://www.atlasrr.com/righttrack.htm.
This might be a good place to start.
