What radius track will run on the outside of 22''?

I bought the UP Merger DCC set online and I have not received it yet and I just read that it will not be ready to run until I buy a decoder for it.

Is this true and if it is what kind of decoder will I need to buy to operate multiple loco's?

It is the Bachmann brand.
