FC vs. WAL#'s

What is the difference between freight cars that are numered with WAL and the ones with FC?

Dear nelleus258,

Assuming these are prototype railroad marking numbers,

FC    =     FULTON COUNTY RAILROAD

WAL    =    WESTERN ALLEGHENY RAILROAD
