new to train hobby. how do you use or power the turnouts?

I assume HO. The answer to your question depends on what you mean.

If you mean the tracks in the turnout, power can be supplied by the adjacent tracks or by relays or contacts under the switch. If you mean the "motor" which moves the switch points, it is done by a feed from the electrical switch on your control panel. The source of the power is accessory terminals on a power pack or a separate power source like a wall wart. However, DCC set-ups which use DCC to control the switch position generally use track power. It is possible to use DCC without track power but that's rarely done for practical reasons.
