Does the HO Pacific Flyer 0-6-0 steam?

I received a Pacific Flyer HO 0-6-0 as a gift. On the instructions, it says it steams, but it does not appear the funnel has a steam fluid tank and the box does not say it steams. So basically my question is: does it steam?
