If it is HO scale it probably runs on DC not AC.

I've not got mine set up but I was under the impression that DCC was 16 VAC to the track and it was converted to DC via the DCC chip. Or have I got it completely wrong?
Yes, about 16 VAC to the track. The decoder changes this to DC for the light options and to operate the Integrated circuits on the decoder. The digital info is extracted from the waveform.
The decoder sends pulse power to the motor, PWM. A multimeter will see DC voltage. A Scope shows you the actual pulses like the link shows you.
