You are correct that the streetcar does not return to forward as quickly as wanted. I was trying to use the streetcars where they would stop automatically at a station and then resume the forward motion as soon as the next streetcar started to arrive. The next car would arrive about 12-15 seconds after the first one stopped which would not allow the unit to cycle back to forward.
Bachmann said they use a different type reversing unit on the streetcar than on the locos.

Is it possible to keep the voltage low enuff to keep the streetcar from moving?
Using insulating track pins may help you to do this along with some elctronic parts.

With the old style e-unit that is easy.Just lock it in forward.I don't know if that can be done with these.

The old and the new type of reverse units have good and bad points.You found one of the bad.
