Where does the Plastic piece that is black, looks like diamond plate, @ 3x1
go.  Looks similar to the cab to tender plate???

What you have is an extra foot plate.

It's been a long time since the Connie arrived at the CD&StL but I seem to remember the plastic, diamond plate foot plate was too short to reach from the tender to the locomotive.

Bachmann included the plain metal foot plate that works just fine with the Connie.  I took the plastic footplate and used it on a 10-Wheeler.

A little someithing extra from Bachmann at no additional cost. ;)

I save those, they work well on 4-6-0's.
The hinge areas are not right for the 2-8-0, neither is length or width.
You could use contact cement and laminate it to the existing plate.

OR...  If you CAREFULLY measure and drill a new hole in the drawbar, you can move the tender closer to the locomotive, and use the shorter plate to have a more realistic spacing between the two.  HOWEVER, once you have done this, your minimum track diameter will be 10 feet.  And that's minimum!
