DCC - Sound Value decoder documentation updated

The Configuration Variable Defaults PDF file for some Bachmann Sound Value decoders have been updated.

Check to see if you need to replace any you printed.

The CV 29 - Configuration Register 1 default value is 22 for some models and 6 for others.  This is not a typo.
