Best set?  By and large, none.  That said, what "set" conforms to what you want?  My set would include a Bachmann Spectrum steam locomotive that was not streamlined and didn't come with passenger cars. 
What would your set include/exclude?

I just went out and bought an atlas engine, and a caboose.
