Can't Load Picture

I have been trying to upload a picture in my profile and keep getting this error measage (The attachments upload directory is not writable. Your attachment or avatar cannot be saved. )
Does any know how to correct this

the upload feature still does not work. Try opening a photobucket account- it's a free site you can upluad pictures to.
