bachmann e z controller

Hi there. I have recently purchased an e z controller, it works great, except engines wont stop when control knob is turn to the stop/off postion. They all crawl slowly and i have to hit the stop button. This doesnt fix the problem. On releasing the stop function engine all still crawl, until I physically cut the power. When power is reapplied engines are stopped until control knob is turned up. Then engines wont stop again and just crawl. I am using a bachmann alco rs3 with tsunami sound decoder and the union pacific shunter with same decoder. These engines a brand new. Any help please. Thanks and cheers....Dingo
