Can you advise when say, tender bogies for the EM-1 as spares will actually happen ??

No, I can't.
Parts like this are occasionally available when a loco is damaged, but you'll have to keep in contact with the parts department.

3 axled tender bogies for Em-1 and J Class are not similar

Although I think I've repaired the tender bogie on my EM-1 successfully, notice
sold out" sign in your spare parts section.  Any idea when spares may again become available.  Thank you Peanuts

Spare parts are available after a production run of the product. So basically the next time Bachmann produces the item parts will be available.
