Can anyone give me the run down on how to make a layout with an inner and outer loop with a crossover and
26 and 18 radius curves?

Your description sounds like a "twice around, over and under". At least, that's what I call it. I'm sure if you google twice around layout, you'll get some hits. Also, the gorre and dephited thread shows a pretty good example.
