GE 70 ton locos with DCC

I have recently obtained two GE 70 tonners. They have "DCC on board" printed on the fuel tank but will only run in DC mode. How do I enable the DCC mode?  I am keen to get these sweet little locos up and running.

What DCC system are you using?

Reset the decoder, CV 8 with 8. Then cycle power to the decoder by turning power to the track off and back on.

They are now both running on address 3. However now I cannot change any of the CVs or the addresses on either loco. I use a Digitrax Zephyr and a DT402D controller and both Page and Ops Mode programming.

A 1000 Ohm, ¼ Watt resistor across the programming track is required for CV read and programming  a non-sound Bachmann (Lenz based) decoder used with a Digitrax Zephyr(DCS50) or Zephyr Xtra(DCS51).

Remove resistor after programming.
