EMD GP40 on Kato M1 set does not move until at 75% speed power

New to trains. First track and locomotivie. Running an N scale Bachmann EMD GP40, 63552 locomotive on a new Kato M1 set. No rolling stock.
It doesn't start to move until the controller is at 75% speed.
Is this normal? Is there a fix? Anyone know what may be wrong if anything?
Once it's up to full speed I can back it down below 75% and it continues to run.
No hesitation or light blinks while it's running. Locomotive was purchased used but it was only run once after lubrication and is in like new condition.

is this a DCC locomotive that you are running with a DC controller?

DC locomotive on brand new DC Kato controller and track from M1 starter set. I've been able to get a start at 45% by tapping on the top of the locomotive. It's a very slow crawl at that power level.

it shouldn't take that much power to move. How old is this locomotive? You said t had been lubed once upon a time. How long ago was that? You may need to re lube it.

Does it make any weird noises when it runs? Clicking, perhaps? Does it get hot when it runs?
