4-6-0 decoder install problem

  I have a set 4-6-0 loco converted to dcc. I purchased a PCB/w PCB02 from Bachmann. I installed it, 4 solder connections, placed it on a PR3 program track/w 1K resister across the rails. Programed it and tested, worked well in all functions. I couldn't find the plastic insulators for the boiler so replaced with Kapton tape. reinstalled the shell and tested. Programer couldn't find the decoder. I tore it apart and checked couldn't find a problem.  Is it possible to fry a decoder on a program track? Thanks for any help.

It seems unlikely. Programming track voltages are generally pretty low.
