Last I remember the plugs go one way.
There has to be something in the tender that is causing the short if the trucks do not swivel.
I assume you have checked the wheels on each truck carefully and the insulators are like in the diagram page.
For two locos, this is very unusual.

I was going to post pics but my phones pics are to big. I double checked the wheels and inner part of the tender to make sure no wires were loose and or bare and touching metal. Thanks for checking and making sure I didnt over look something obvious.

Reply no. 11 isolates the problem in the 4-8-4. It is not an NCE problem. Since the tender trucks apparently can’t be rotated 180 deg, Try turning all the tender wheels end to end 180 deg in the trucks, place the engine/tender on the track alone, plugged in to each other, and see if that works. And report back.
