I'm new to ho train layout. I would like to make an incline. How do I determine how long to make incline in relation to the height?

It's best to stay at 2% or less if possible.

If you are not acquainted with percent grade, 2% is, for example: 2" of height for 100" of run.

Check Woodland Scenics.  They have a foam riser set for inclines.  As the others have said, don't try to make a steep incline unless you are planning on logging.
