Regarding the N scale 44 ton New Haven switcher with DCC, Can you operate the engine on DC Track ?

Welcome.

Wrong forum but the decoder should run on DC. They are suppose to be dual mode as long as you bought it new. From a previous owner, they might have turned off that option.
