Well no. Not really, we can blame Britt, Gullane and hit aswell for that. I mean they are the reasons why we never got them in the.model era, same as Culdee fell engines or Wilbert and 16. Yes Mattel are responsible for why they weren't introduced in the Brenner era possibly along with Andrew himself but let's not forget Mattel are the route of problems now. They haven't always been in charge

BoCo has no chance of getting released. He hasn't appeared in 20 years old and would not sell to the majority of purchasers. Parents

Yes the rousing success of engines like Duck and Skarloey were all thanks to the young little kids begging their parents for a Bachmann model (and not Trackmaster or Wood or Take N Play or something), not the diehard enthusiasts and collectors who have double the expendable money in their wallets to blow on model trains.
