Bachmann Class 416 2 Car EMU set lighting

Hi All
I recently purchased the 2 car unit which was DCC ready
I have removed both bodies and installed drivers and passengers and installed the Lenz Silver+21MTC decoder
Putting everything back together and on my programming track, I have a problem with the interior lighting
The units run fine up and down, and the power unit has lights at the front and in the coach when stationary, but the dummy non powered unit has very dim lights which get a little brighter as the speed increases
I think that both units should have the same level of brightness in the coaches
The link between the carriages is OK
Has anyone an idea of what the problem may be
