This is driving me nuts! I'm putting ballast on my layout and no matter how much scenic cement I put on it just comes off. Its really fine. Does anyone have an easy fool-proof way to do this that I wont screw up?

Try compacting the ballast, it might be expanding when drying. Or try a slightly thicker ballast. The track might also be lifting up when it is drying, I don't have much experience, but ballast it sort of a cement-like compound.

You might not be getting  the ballast wet enough before you apply the scenic cement.  It needs to be really wet to let the cement absorb fully into the ballast.

Yes, add detergent to make it "wet" water.
