slow trains and amp ?

I am wondering what is the proper way to test the amps on my track and my trains are moving a bit slower than they should on full power I cleaned wheels and track  Still no help.   Voltage on my track is 19.1V dcc ez command  where do i go from here

I have built my own DCC amp meter. I bought some matched components with a PC board from some guy on the 'Net who designed a simple DCC amp meter to use with your own voltmeter.

I use a AC voltmeter for voltage. I have a Oscilliscope that I compared my ac voltmeter to.
